The various committees post on a regular basis the ongoing work of the Committees including draft documents; background papers; records of committee discussions; and position papers. Members can consult the section regularly for updates.

Audit Committee of the Board

The Audit Committee of the Association of Canadian Port Authorities (“ACPA”) shall facilitate the work of the Board of the ACPA in the areas of financial compliance and control. The Committee will conduct itself in accordance with the Canada Corporations Act (“Act”) in order to support policies and practices that empower the Association to meet its short-term and long-term objectives. In addition to board members on the committee it will also include the Chair of the Association’s Finance and Administration Committee.

Governance Committee

The purpose of the Governance Committee is to provide a focus on Board governance that will enhance performance, to assess and make recommendations regarding Board effectiveness.

Technical Committees

In addition to various committees of the board the Association has several technical committees working on specific issues on behalf of the board and Association membership.

National Operations Committee

National Operations Committee

The purpose of this committee is to identify, explore and report on operations and environmental problems of interest and concern to members of the Association; to address matters raised by the Board of Directors and make recommendations as appropriate; and to provide a forum for the exchange of information on operations and environmental matters.

Environment Committee

The purpose of this committee is to advise the Board of Directors of the Association on environmental and ecological issues, particularly those which may have an impact on port operations and activities. Issues and new environmental initiatives will be monitored by the committee for the purpose of providing the board with recommended positions. The committee will also coordinate responses on environmental matters raised by the Board and/or Association and make recommendations as appropriate.

Law Committee

The purpose of the Law & Governance Committee is largely advisory, and includes the following responsibilities:

1) To advise the Association through its Board of Directors on matters relating to its constating documents, including their interpretation and application, ongoing review and recommendation of amendments as appropriate or as requested by the Board of Directors or by the membership at the Annual Meeting, and matters relating generally to the governance of the Association;

2) To maintain a watching brief on government bills, laws, statutes and legislative drafts or the development of policy and jurisprudence on matters that could directly or indirectly affect the Association or its member ports, and to bring forward any such developments for consideration by the Board of Directors;

3) To identify, collect and disseminate information pertaining to legislation, litigation, orders and rulings on issues of common interest to members, including acting as a conduit for legal information between member ports;

4) To provide assistance to the Board or other committees in interpreting various statutes, including reviewing and endorsing positions, sharing information and, if the subject is within the experience and ability of committee members, to offer a committee opinion on matters requiring legal interpretation or, if requested by the Board, to coordinate and oversee private legal research leading to the preparation of an opinion for the Association; and
